It looks crude enough that it could just be some a custom made thing to serve some purpose when the area it’s in used to be a shipyard. But I’ve been curious about it so I thought I’d see if any of you knew if it’s even a thing, or just art or something.

That looks goofy enough to pass as a fair/carnival ride towing half 55-gallon drums and furniture dollies full of leashed children.

That’s what I was gonna say. Modern ones look like later versions of this
